The bottom spin brush on my bissell vacuum (version 3596) has been moving incredibly slowly, eratically, or not at all lately. When I push the vacuum, the brush tends to spin a little bit upon the forward and backward motion, but does not seem to spin on it's own unless it's on the highest "high carpet" setting (we have low carpet.) Are there parts that need to be replaced, or just the whole vacuum?
