Question About Amtrol Water Heater RTR

My boiler pressure has increased from 18psi to 28psi and there is foam for 1 second when I draw hot water from the faucet. I think the boilermate coil has a pin hole and is mixing the domestic hot water and the boiler water in the boilermate tank. Am I correct? Can I buy just a new coil?
