heat constantly recycling

I keep cycling from heat pump to aux. heat, heat pump comes on for 10 min. shuts down, 1 min. later the aux. heat comes on for about 8 min. most of that is just the blower. Then we start over the only way the unit works properly is in emrg. heat.
